I don't think that's the case. Kolgrim and his cult were Dragon Worshipers who believed a High Dragon was Andraste's reincearnation so they had good reason to stay away from normal folk. The Silent Sisters allow
Reavers in their group and they are said to be a prestigious group of Warriors.
Nyree from Dragon Age: Redemption is also a Reaver and she isn't killed on sight by the Templar in the web video when they meet, unlike, say, a Blood Mage. So maybe they may be seen as weird but not as reviled and "kill on sight" like Blood Mages are. Coincidentally Nyree is also from Nevarra, which is famous for Dragon Slayers. I wouldn't be surprised if there were more Reavers from there.
Also, why would a warrior just tell people what his powers are unless asked? Do you hear anyone or have the option of your PC just saying, "Hello friend! I am a warrior who uses two-handed weapons and specialized in the Dwarven art of Beserking as well as the Reaver arts from reading "Feasting on the Fallen.""
