I think the suppressor on the gun is more just for show really, I doubt BioWare programmed any real stealth elements in. I rather think that during a heated firefight the enemy will notice/shift fire less and less with the M-11 being used as opposed to other weapons but that's just a theory.
There actually is something in the coding that allows it to draw less aggro in multiplayer, but given the nature of most of the single-player combat, even if it's still there it doesn't seem to be that noticable (plus Shepard is the only PC in the room, and the aggro thing doesn't work if there's only one player).
Ohh. That's why stealth was impossible. I guess this is an example of why devs generally shouldn't tack on stealth sections to a game like this. The game's AI was never suited for it, and they didn't adjust it for the mission. The optional stealth mission in mark of the assassin was also frustrating.
