Er he did change. He believes hat not ALL mages are weak and will fall prey to their baser instincts. It is just that in Kirkwall the average mage he runs into _IS_ one that jumps at blood magic or is an abomination.
I find it amusing that people are quick to ignore Fenris' experience but for some reason, everything that comes out of Ander's mouth is taken as 100% truth.
I don't hate Fenris, nor do I think that everything that comes out of Anders' mouth is 100% truth. But Fenris never moves from his "the Templars are always right" stance, even when he admits that all mages aren't weak. He's perfectly happy to slaughter every mage in Kirkwall for Anders' crime, including Circle mages, who had nothing to do with it and furthermore are in exactly the state he
thinks mages should be in: watched closely by the Templars. He's also perfectly OK with the Templars' abuses of power, especially making mages Tranquil after they've passed their Harrowing (which is supposedly contrary to Chantry law). Not to mention his "magic ruins everything it touches" stance is illogical if he's romancing a Mage!Hawke or even just a Hawke who loves his sister and doesn't want her to die. It's not that much of a stretch to think that Fenris wouldn't mind if all mages were drowned at birth. For a former slave, it's ironic that he doesn't seem to see that mages in Kirkwall, as events stand, are slaves themselves: used for their magical talents, but denied basic freedoms like contact with their families and the right to appear at court, or even leave their cells.
I don't have a problem with companions who don't slavishly follow Hawke's every whim, but I was hoping that Hawke would have
some deeper effect on Fenris, especially if romanced, at least to the point of getting him to admit that the Circle system should be kept but reformed. But then, it's pretty hard for even my Hawkes to argue that, since whatever you say in the rest of the game, in the end you're forced into a choice between "total freedom for all mages" or "death to all mages."
Still, despite my problems with his character development, more of my Hawkes have romanced him than any other companion, so there are obviously other things about him that I like.
