I have completed Assault Rifle Mastery 17 times and it's the only weapon that I used in all of them. That gun is amazing.
The best advice is to use it with a kit that provides RoF or accuracy bonuses, if possible both. Such kits are Destroyer, any marksman and any geth with Hunter Mode
Even more important than the kit is practice. Yep, practice a lot with it and soon it will be your favorite weapon.

General advice is to use it on something that has accuracy and ROF bonuses. Here's two of my favorite builds to use it on:
Male Quarian Marksman
I like him for the Saber cause it's a combination of mobility and accurate fire between the two marksman characters. Although I'm still baffled as to why he has the vanilla human health/shields amount. Eh, we adapt. I would also like to point out that I like to interchange between cyclonics and adrenaline modules on him. Another good gear bonus would be spare thermal clip capacity as with that you'll find yourself going to the ammo boxes less and spending the thermal clip packs only when needed.
Anyway, here's the TSol build if you're interested:
TSol Turret dude of awesomeness
Other characters that have accuracy and ROF bonuses, GE, GI, Destroyer, and juggernaut. TGI is another good character to have it on cause of his unique cloak bonus on rank 6.

So far I'm impressed with the geth engineer (EB+piercing+incendiary rounds) and with the N7 demolisher (EB+thermal scope+Drill rounds), my only problem is that I have the tendency to reload after every 2-3 shot...bad habit acquired with shotguns xD
I'll try on the turian soldier next, but I'll need a respec card first, and to be the host.
Turian ghost is reserved, he only carries lowly ARs, adas with melee mod at the moment xD
EDIT: since I'm slow as snails I didn't see the last post as I was typing...however I'll try the turian soldier, but I really can't use the saber on the quarian, I can't manage the recoil with the rof boost with my crappy mouse and the little mousepad, and putting the stabilizer mod will force me to drop one of the others, unacceptable.
I might try barrage+stabilization module but dropping the cyclonic or the shield recharge/adrenaline seems dangerous.

The sabre is similar to the Valkyrie in that it needs some form of accuracy boost to be fired at full speed and still be accurate.
It also needs either very good aim to get every shot on target, or a RoF boost too compensate, or some form of hitscan staggering power to briefly immobilise your targets to avoid missing.
Either Put a scope on it and use it on a kit with reave, energy drain, overload, of sabotage, OrPut it on a marksman/hunter mode/devastator mode kit.
Geth engineer can do both, if required.

I'm 90% certain that this gun was made for the Vanilla
Turian Soldier. Proxy Debuff + Marksman + Saber = Yes.

Could be, in human hands seems way oversized.
Even if I think Ms. Demolisher surely knows how to handle the big iron.
