Mass Effect 4 will NOT relate to shepard in any way shape or form. Thus meaning characters he has relating to his storyline. Liara,Tali,Garrus etc.

Even with the pounding the other species took from the reapers the quarians can't compete with them. The council races still number in the billions...and the quarian fleet has the same population as the nation of the Netherlands. Thessia, Earth and Palavan will be rebuilt in 10-15 years, while the quarians need much more time to recover their numbers (and they certainly won't be able to maintain their fleet to it's former strength. If the Geth are still around then they number in the billions and the Geth had a strong economy, they were hardworking and could afford to equip their ships and troops with highend equipment.
Geth industry, technology complexes and production in general is mostly unharmed asside from their dysonswarm.

We were also told that they did need certain supplies fromt he council races after they joined the alliance, if they use trade to their benefit their position will get even stronger. They got the industrial infrastructure to produce and sell the stuff the rest of the galaxy needs and import the resources and things they need.
For the first few decades they might evolve like a china of the mass effect universe massprodusing simple utility stuff that the galaxy needs.

An unharmed infrastructure and a large population living in a fairly stable society helps greatly.
Unless ofcourse the Geth newfound individuality causes too much social chaos in a social system that most likely was very socialistic.

The Geth might be moving from a communistic utopia where every geth needed their neighbours and resources were allocated according to needs and plans of the whole people. To billions of individual Geth all seeking to persue their own goals, careers and objectives.

It might be a complete sucess to their society, it could be the end of their way of life, or something in between.

Some Geth might just walkaway and take jobs elsewhere, persue new dreams now that they don't need other Geth to live their lives as intelligent beings.
You might get Geth Oligarcs taking over Geth publicly owned assets to persue their own dreams.

Some might create pirate gangs or get recruited into pirate gangs.

The Quarians might face similar problems now that they are no longer dependant on the fleet and the Admiralty that had been ruling them for centuries. Previously comminity owned assets might become private assets.

If the Geth or the Quarians would get a seat on the council then they would most likely have to share it, unless every species no matter how minor they are get representation.
I still doubt species that might number in the trillions would be happy to have as many votes as one with just a few millions. One would represent a million times the amount of people and they still get the same amount of votes.

Unless it's been thousands of years or they copulate like rabits then the Quarians wouldn't become a council species on their own.

At best we might see some Statues representing them.

The Geth might build Legion statues and put up some shrines and temples or something.. The Heretics built reaper shrines, it wouldn't surprise me if the Geth made shrines of the creator of their new species. They might also add a small St.Shepard statue in the shrine aswell(possibly a small N7 emblem or something).

There might be soem background fluff, but we most likely won't meet a single crewmember or person from the old series. Except maybe Avina.... Maybe... Unless they scrap her and replace her with a newer model... Humina, telling you all you need to know about the Citadel and Earth which it now orbits around in a geosyncronnous orbit above London.
