No talking animals. This is one of the underlying rules for the Dragon Age universe, and it includes dragons. Closest we've come to breaking that rule is the desire demon illusion in the Shale adventure (which was technically a talking cat), but it's never going to be a thing otherwise.
So, yes, all dragons must be monsters.
Must all dragons be monsters?

It is theoretically possible that they're just animals revered as gods, except that some evidence indicates otherwise. For instance, if the archdemons are indeed the Old Gods, then they are intelligent and can speak to the darkspawn.rapscallioness wrote...
This confuses, tho. I know not all dragons are Old Gods, but aren't the Old Gods dragons? I'd hardly say they're just animals. Or, rather, just monsters.

They don't communicate verbally with the Darkspawn though.Ieldra2 wrote...

I don't consider dragons as animals, because there are no animal called dragon...oh well we have "Komodo Dragon" but that just a name, not a dragon. So dragons must can speak, they are mythical being not categorize as animals.
Dragon Age is a fictional universe. In that fiction universe, Dragons exist. Those Dragons are animals. I believe it's stated that they have the intelligence similar to that of a Dolphin. There's absolutely no requirement for Dragons to talk.

I fail to see how talking animals is refreshing in a fantasy game.

Plenty of other fantasy franchises offer talking animals. Dragon Age certainly doesn't need to be one of them.

Can't at least ride on one some time in the future? That would be cool.

Demons and spirits are humanoid. All who can talk in DA are humanoid....talking tree, werewolves, demons, darkspawn. It is like there is a law saying that only "human" can talk or "if you want to talk you must be human-like"

Because you lack imagination...in real world animal can't talk, so why in fantasy world they can't talk too?

Dragons are animals, thus, they don't speak (our tongue). Enough said.

But does their monstrous, non-speaking nature mean they can't be allies? Maybe tame dragons that can understand human speech? (There's precedent for that in Haven, or at least that's what it looked like while Kolgrim's talking down... I guess I'll call her Andraste for lack of a better name.)
Also, @Quistina: There's so much fiction that abides by that I actually found Bioware's Thedasian Non-Speaking Dragons to be a breath of fresh air.

Possibly; even limited to animal "language" they could certainly have a complex amount of symbolism and what have you associated with different kinds of roars or something.
I mean if bee's can communicate with interpretive dance why can't dragons have a language.

She had to be the most lied-to cat in existance. If you were to get all the people who collectively lied to that particular cat together in a single space, you'd need something around the size of the Isle of Man to hold them all.

Oh, was that an illusion? Thought she had possessed an actual cat.
