The FE isn't ineffective, but I see what you mean--you can build sing/BC for exposions outright, and if you're playing on Insanity, that's the way to go.

If the primer you are using has a Detonate evolution though, it is a bit different, although in most cases you cannot prime as frequently as you can with incendiary ammo.
Alternatively, the other way you would lose out is in barrier damage, but there aren't really that many targets in SP with barriers anyway, and when you do run into them, you won't be priming the barrier with IA anyway.

I'm pretty sure that only applies in MP. In SP the level of the ammo power is used to determine the level instead of a fixed value of 1.

Ammo primed explosions probably are weaker than those primed with active powers, but you'll never see a practical difference imo. You'll still be finishing most fights in this game in 1 min. or less.
