What exactly do Grey Wardens do in between Blights?

Do Darkspawn still linger on the surface even after years or decades without the blight occuring?

They occasionally make it to the surface, but they mostly become the problem of the dwarves, as they lurk in the Deep Roads pretty much all the time. This dates back to the First Blight, as the dwarven kingdoms lost all of the Deep Roads when Dumat awoke, and though 5 Blights have been quelled, the darkspawn are always active underground.
I know that. Does that mean Grey Wardens spend most of their time in the Deep Roads?

Only at the end of their lives--when the Taint gets the best of them, they head down to fight with the Legion in a final battle against the Darkspawn. The rest of them remain vigilant--pretty much their only job is the watch for a Blight and prepare for it.

On topic: I think they plot and scheme world domination.

From what I understand, the Wardens will take expeditions down to the Deep Roads as well to gauge strength, see if the are organizing and if they are pushing forward past established lines... all of these could indicate a new Blight approaching.... oh, and if you are to believe Alistair, they sit around and have drinking contests
Just played through that convo today with my current Warden--a great bit of dialogue.

I'd say the DLC of GOA was a good indication of this. Even though this wasn't darkspawn at all; but, still a disturbance in the deep roads and the Warden Commander was called to investigate.

They're actually a lot more exciting between Blights.

In Peace, Vigilance
In Death, Sacrifice"
Grey Warden motto.
When it isn't a blight, Grey Wardens remain vigilant, keeping an eye on darkspawn and fight them wherever they appear on the surface, and sometimes go down into the Deep Roads to fight them, especially when it's time for their calling.

As for Wardens, as the others said, they explore the deep roads, looking for any signs of a new blight. Perhaps they also try to find Broodmothers? Killing them aways strikes an blow against the darkspawn.
What I wonder is what the wardens will do once the seventh blight is over. Will new old gods suddenly show up? Or will the darkspawn stop hearing their song and start rampaging the surface non stop?

1. We become forgotten and die young.
2. We remain vigilant.
3. That sounds like a good start.
4. Whatever we want to.
