Of course. I just mean that the parents prevented her from learning how to use her powers, and I can see how some would call that abusive given the end result. I wouldn't though, as they were dealing with the unknown and certainly intended otherwise.
Call me out if I'm wrong anyway as I'm not sure I remember it properly, but her parents didn't exactly tell her to stay cooped up in her room.
Seems like that was her own choice, to protect her sister from herself.

They wanted her learn how to control her powers before they'd return the size of the staff to normal, open the gates regularly, etc etc
The gloves were for keeping her power in check and not hurting someone by an accidental release of cryokinetic energy
They learned that her control of it was related to her emotions, hence her dad telling her to calm down as her freaking out about it only makes it worse, thus they were already in the process of teaching her how to control it
As for being in her own room, its not explicitly stated but I'm assuming her parents made that happen so that Anna didn't get hurt. The STAYING in the room all the time is up in the air. Could've been a personal choice, could've been them, its anyone's guess.
