Just go to Hafner Woods and stand in the area outside the camp. You'll get all the bears you could want...at the same time, with multiple lurkers, and mabari.
This game desperately needs bears!

WHAT are you talking about? Every time I turned around there was a freaking bear attacking me and they are SO HARD TO KILL! I am sorry OP but no! No more bears! This game needs a bear plague if anything in order to kill some of them off! lol!

There were at least 14 bears in DA:O, and that's not counting Ranger pets, or Morrigan transformations.
But, be that as it may, the fact that we, the players only actually came face-to-face with 14 bears does not mean that only 14 poor bears lived in Ferelden, if that were the case, they'd now be extinct, which would be a terrible shame.
When it comes to Inquisition, by all means keep the Free Marches free of bears and other ursine wanderers, but they should be free to live out their lives in other parts of Thedas.
It would be un-bear-able to enter a cave and not meet a bear or two... and possibly some cubs.

If only I'd had the foresight to do just that we'd not be in this bear mess right now.
Having said that, there's a good chance that if I'd asked for cats, the development team would have interpreted it as a request to place hundreds of vicious ambushing leopards, lions and tigers around the zones, with a devastating pounce-overwhelm attack, that leaves party members incapacitated for 30 seconds and reduces their hit points to 12%, powerful, armor-shredding claws and a stealth/camouflage ability. They would hunt in packs and respawn after three minutes.
If I'd requested bunnies they would have all been modeled on General Woundwort.
