I don't remember Mhairi too well since I only played DA:A once, but I remember feeling disappointed when she died. I liked her better than all the other Awakening companions except Nathaniel.
I kind of want to say Tamlen because he's one of my favorite characters... but his death also had an incredible effect on my Warden, so... I really thought the whole time that there was a hope I'd be able to find Tamlen again, so when he appeared as a ghoul and my Warden had to kill him, it broke my heart. Especially if you headcanon that there were special feelings between the two, it's just devastating.
Man, when I think about it, the Dalish Warden storyline is one of loneliness and angst
Oh, my answer lol Hmm. Emeric? He was hot for an old fella and didn't deserve to die!

The blighted blood mage Quentin, who kidnapped Leandra and turnd her into a zombie, so I could just torture him again and again, tear his flesh down from piece to piece, skin him alive, castrated him and sold him to the male magister who have a nasty secret, put his spirit in the public's toilet's seat and make it stay over there forver.

I was disappointed I couldn't make him Tranquil, get all the info on his studies.
Though that probably would have gotten me Anders +50 Rivalry.

As for the topic question... Maybe Duncan, Seneschal Varel or Allison. Most dead characters aren't memorable, and the ones that are, won't necessarily die anyway (Ser Cauthrien, Anora, Branka, The Grand Oak Tree, the Hermit, Zathrien, Bhelen, killable companions, etc.).
EDIT: Oh yeah, I forgot DA2 characters LOL.
Let's see... There are none that always die and are memorable. Hmm, maybe the Viscount?

You need a decent Coercion score when she challenges you at the Landsmeet, I believe. Basically if you convince her to admit that Loghain might have gone too far, she lets you pass.
