Or should we go back to the 'one instance by one individual represents the entire faction' garbage, in which case all mages are blood mage abominations who exist only to kill innocents and care nothing for the consequences.

Well, then pointing out Rylock's infatuation with putting Anders in solitary for the ninth time (or in the ground for the first time) doesn't do much to discredit the point Emperor was making. The Templars as an organization have nothing to gain, from any perspective, from going after the Grey Wardens. As an organization, they have allowed the Wardens to police their own for 900 years, and there's no reason to think there will be a reversal of that policy now.

I don't think she even objected to the Warden mages as a whole, really. It was just that she thought she could veto that one mage. Though on the other hand, if we take Anders' short story as canon, at least a small number of templars outside of her small command agreed with her.

There's plenty of blame to go around. How much goes to Connor depends on whether Jowan's interpretation of events (accidental summoning) is correct or not. Either way, Isolde was the grown-up here. She was supposed to know better. And while I'm inclined to be lenient with Loghain on a lot of matters, I'm not denying he provided this powder keg the spark it wanted, and should have known there was some danger of an explosion.
Jowan, of course, is the one who had a whole lot reason to know better than to mess with an untrained mage like this.
