Filming and taking pictures has ALWAYS be in express consent with the people you're filming/photographing. The ONLY exception to that rule is when you take pictures/film something/someone else and people happen to pass by.

And I think some of what he's really doing is probably illegal, since it might be harrassment.
But filming and taking pictures in public space is not illegal and does not need express consent in most western countries that I know of. People may believe so, but it's normally not so.
When it comes to the use of the pictures and movies though, the legal soup thickens...

It's not illegal if the public space is the subject of your interest. You can take as much pictures of a statue, a building or a nice scenery all you want, no matter how many people you catch along the way. But if the subject is a person or otherwise not public property, you have to ask for permission.
I don't know how it's in the USA with all that Paparazzi culture over there, I'd guess the privacy of people isn't much regarded over there (or else we'd hear about a lot of stars simply declaring copyright over all pictures and movies taken of them to shut down unwanted attention, which seems not to be the case), but I know for a fact that in most european nations, it is not permitted to just film or take pictures of a person without their consent.

That's the problem with a lot of the people who videotape their adventures in order to prove a point: they try to be abrasive enough to elicit a response. Happens a lot with the goobers who enjoy taping cops in hopes of capturing injustice.

No. I believe you're wrong about this. In general. Laws are different in different countries of course.
You might have some things mixed up, because there are usually some detailed laws regarding a few things. Like people in vulnerable situations, and using people in commercials for selling a product. In the last case, persons have the right to a fee, and you can't do it without their personal consent. In the former case, you must protect the identity of the person. Basically, you can't publish in that case. But in general, in western democracies, you have the right to both take pictures, publish them and make money on them. This is really the foundation for paparazzis and art forms like street photography.
Filming might be different in places and details.
P.S. That doesn't mean that what this guy is doing is legal. I doubt that. But it'll probably be covered by different laws.
