Better to start ME3 from low or high level ?

You still 'start' at level 30, yes. But your first level up in ME3 will be multiple levels (for my last it was straight to 33).

hmm im a little doubtful, but I guess I just never paid that much attention. thanks for clearing that up!

Yeah, I worked backwards... i started me3 then me... once i realized the story was dependent on the whole trilogy, i started over with me1 (which i hate with a passion).. then i worked my way up

Make an alternative game save file, use Gibbed on said file to bump you down to level 1, and then transfer that file over to ME3. You'll have all of your choices, and you'll start at a low level. It's what I'm going to do as soon as I finish my current ME2 run.
