I know if it survives ME 2 you get a bonus in ME3, but Im just wondering, can I just buy the little sucker in my ME 2 playthrough right before importing it?

Only if you had dinner with Kelly, and she offered to feed your fish AND you got to the Collector Base in time to save her.

Those are the important flags.  KELLY has to offer your fish back to you when you meet her on the Citadel.  No Kelly, no fish.

Plus, it has to survive to a NG+ before the bonus becomes available. It's almost as ridiculous as Conrad Verner's contribution to the Crucible.

Except, a 10% bonus to either power or weapon damage is a lot more valuable than anything Conrad can offer. Well, unless you count the entertainment value.

Oh, and don't pick up the fish from Kelly until you get the Aquarium VI.

I said ALMOST.  And YES, do pick up the aquarium VI.  Why let any of the fish DIE?
