Cailan's Arms will last you the whole game after you get them, even throughout all of awakening. If you do want to mix it up, there's a dagger set in the expansion that grants you the same mana regen bonus, though you'll need to invest a bit more into dexterity (I never had a problem with the investment, I do this regardless to improve my attack rating for melee weapons).
Evon's is probably better than any other chestpiece for an AW throughout the whole game as well. Ideally you want to aim for +10 mana regen total in order to maintain shimmering shield indefinitely, 13 for both haste and SS. It's much easier to pull off on console since the mana/stam regen bonus on items is double that of their PC counterparts, so you'll definitely have more freedom when it comes to gear. That's one of the most important things to look for in gear selection for an AW, because shimmering shield is your golden ticket to invulnerability...
So, going off of console regen values,ou can get away with Cailan's Arms (+5) and Evon's + Superior Heavy Dragonscale gloves and boots (+4), which coupled with rank 2 of combat training (+1), will meet the 10 mana regen needed to maintain shimmering shield indefinitely. You're gonna wind up wearing Andruil's belt no matter what and that's +4 right there. Spellweaver sword will give +2, double that if you pair it with Duncan's Shield or Fade Wall. Amulet from the Golems DLC gives +2. Wicked Oath ring gives +1. So honestly you're not limited to Cailan's arms on the console version.
