I think there can be even less, though in both case they'd be enough rare to justify Danarius's persistence in finding Fenris. You're can't be hundreds or thousands of them, otherwise I don't see why Danarius couldn't simply replace him.

Before chantry ever existed Tevinter controlled abomination just as efficient as now if not better. We don't know how they managed to do that but I'm guessing with this method and maybe the chantry learned it from the Tevinter and created the Templars. Who knows...

I know another group who have a tattoo on their head. They're called Tranquil.

EDIT: Also, Dalish have face paint.

By the logic that tattoos are on their heads, they should be epicly awesome in battle?

Said Tranquil don't have them in Origins.  Did they change it so all tranquil have tattooed foreheads?

Yes, they have since said that Tranquil were supposed to have the sunburst in Origins, but ran out of time to implement them.

There had to be more than seven mages at Ostagar. Circle mages and Grey Warden? There had to have been a lot more than that.

No, 7 is how many went. Play the mage origin and talk to Duncan about the war effort and how he came to recruit mages. He specifically says only seven mages went. And Gregoire is arguing against sending more when you interrupt him, Irving and Duncan after Jowan says you were summoned to get your ring, robes and staff.

Dragonflight is right about the mages sent from the Circle. We don't know if and how many mages were present in the Wardens' ranks.
I agree with dragonflight that tattooes on the head doesn't meant those soldiers have magical abilities, and with Veruin that there is no evidence that the tattooes have other means other than being tattooes.

No, seriously though, he's a prime example that just because someone can shoot lightning out their fingers, it doesn't mean they have an intelligent thought in their heads.
In any case, being stronger in a fight doesn't mean you're automatically fit to rule/lead either. You need the right personality, motivations and capabilities.

Yeah, having a bunch of rulers that sacrifice childrens for power and turn into abominations would be such a good idea.

They could easily be ceremonial, similar to Dalish tattoos.

The Dalish apply unique signature of each creator, if you pay attention there are rougly 12 or less kinds of tattoos the Dalish use. The Tevinters shave their heads for the tattoo. I think its important that the tattoo must be exactly on top of their heads.

I honestly think you are just spitballing here. Until we hear otherwise, I'm assuming that they are just ceremonial markings.

I honestly don't see how making the Tattoo on top of their heads might mean that they're not ceremonial.
And if we're talking about HoT, it was made by a different software House. We have no clue if the design was influenced by Bioware. And I really doubt anyway that Boware would've said to make some Tevinters with the tattoos on their head because they're magical, and give magical abilities. You theory is based on no evidence on any lore we know.

True its just a theory but I find it highly doubtful that the chantry was the first to find out lyrium grants magical power to none-mages. I mean we are talking about Tevinter here, honestly.

Lyrium is expensive, and I'm not sure that the process Fenris suffered is 100% safe. And the magisters shown that they don't want many non-mages to have magical abilities that can counter them. I doubt they'd give hundreds/thousands of soldiers magical abilities, even if they found the use of lyrium. 
And as far as I remember Fenris didn't have markings on his head. I think making a lyrium mark on the head of the person might have.....negative consequences.
