Today we have regions where people still uses spears and clubs, it's plausible that they could be using glocks in 150 yaers

Being part of the Council does not necessarily make humanity one of the top civilizations in the galaxy.

In terms of technology, humans are one of the least advanced (despite the fact that the only differences in technology we see is in the military).  In terms of culture, we are still getting used to aliens and aren't completely sure how to act around them (i.e.: the guy in ME1 who asks for a 'restricted' stimulant, thinking that showing other races that humans were reasonable makes us look weak, using the turians as an example).  In terms of military might, we are below the salarians, despite the fact that their military is a similar size (this is because the salarians have a much more advanced military).  In terms of economic power, we are low on the list because the asari are the top, the turians have the volus to support their economy, the salarians have more tech to trade, and the elcor have more worlds with precious metals (i.e.: gold, silver, platinum, etc.).  We rank above the worst off races (krogan, quarians, drell) simply because we are able to produce goods.  As for the batarians, it is hard to tell because they completely cut themselves off from the Council and they have a massive amount of propaganda leaving their homeworld, Kar'shan (not sure if I spelt it right).  The geth don't have an economy per se, but they world probably be the richest if they traded with the rest of the galaxy, out-stripping even the asari.
