Perhaps your background is a Shadow Broker agent, a SPECTRE, STG, or any other black ops type groups found in ME.
Make a class that focuses on the skills of an undercover operative. Bring back social skills(charm, intimidate) and make it possible for my morally ambiguous/ruthless character to be a charming bastard instead of only a douche.
Interrogation skill, possibly as part of the intimidate/charm tree.
Perception could also be a useful skill. It'd be easy to incorporate, a character with a high enough perception will have additional environment interactions available to them to examine.
Remember your lies.
I think an interesting part of that character would be the lies they have to tell. Having to remember what cover/lie you told to a particular NPC could get interesting. So long as there's something in your journal to refresh your memory at times, that is.
Expand the Interrupt system
Make the interrupt system useful as more than a paragon/renegade mechanic. Perhaps you have a tense moment and you consider pulling your gun. Perhaps you're interrogating a subject and they show a tell, you push the subject.
I've been wanting a good spy rpg for years, doing so in the ME universe I love would be awesome.

i would like to be a female turian who is a special ops soldier in the turian army during the first contact war i think it is between the turians and humans. and she falls in love with a human soldier.

now ships this is what I want to focus on its space lets open this ****** up I say give us a ton of ships to choose from and develop without really needing to "upgrade" to pass mission (but obviously make it easier)
I mean the Normandy is cool and all a ship that I choose? how else can you one up the Normandy? (without going farscape and introducing a living ship)
Make it like Dragon Age: Origins, but instead of just 6, have 2 for every alien species. Elcor, Hanar, Drell, Vorcha, Volus, etc etc. Have different paths to start from that combine to the main story, making your party members all have their different abilities (Sort of like ME3 multiplayer in this instance but more in depth and permanent items)
Seriously, have an elcor in your squad and instead of using them to ride into battle, be the tank yourself.
No but imagine getting to be a female krogan who broke from the norm a became a mercenary. Seriously. Full character customisation for all species.

Also story should be more personal this time around, instead of being an omnius threat that tries to destroy galaxy or races or whatever. I want to see something that threatens the hero more directly. Maybe he has bounty hunters after him and he has to get large sum of money or take out the guy who he owns the credits for? Maybe he has exotic disease and he has limited time to find a cure for it? Maybe his family members are being captured and he's forced to do a gig to get them free safely? Maybe all of these plots!
Now, as I said, I'm bit boring... so I'd leave the motivations for a better writer. But make it less about galaxy and more about the characters you travel with. DA2 tried something like this, but they didn't go ALL THE WAY with it. The plot got really murky at the end of it and Hawke really wasn't a big player in the story.
As far as races go, would like to be able to play as anything currently available in ME3's Multiplayer. Particularly Drell or Turian. As far as role goes, I'm unsure. Just something that would emphasize exploration. Like a privateer or something.

Obviously you can choose your Gender:Male-Female-...Androgynous...
You can customize you appearance any number of ways (kind of)
You can choose your species:Salarian Turian Human Asari (maybe batarian or quarian as dlc...)
If you can't choose your species:...Obviously you're a Human (The character you play=your Avatar for the universe you're engaged in.)
Instead you might customize a pre-existing character much like you would with Hawke or Shepard.
Basic Character Backrounds can be:Military,Civilian,Freelance Worker,Outcast(any kind),Slave
Where your character was born or has lived for most of their life:Homeworld,Colony,Spacer,Citadel/Omega,
Initial Story revolves around your every day life and acclimatizes you to the game.The intro of Mass Effect is given "In 2XXX ruins were discovered on mars etc,etc,etc...This phenomena is what many refer to as MASS EFFECT!" then the title is given...
MASS EFFECT:Shadows and Treachery / MASS EFFECT Devils in Dark Spaces / MASS EFFECT Ponies and Bombs / MASS EFFECT 45134(Random Number) / MASS EFFECT whatever sub-title you can come up with...
The screen pans to your character doing stuff that correlates to the backround you've chosen for them.If Military they are going through their exercises,if civilian they are getting off work or talking to family,if freelance your character is escaping from danger or
is looking for danger (Likewise if you're an Outcast.).If your character was a slave he or she is being beaten by a batarian slave master or is cleaning his or her Asari Master's room...You talk with co-workers,friends,future enemies,etc, as you learn the speech system and how to move around whilst interacting with objects.At some point during this tutorial you can learn to fire a weapon HOORAY!!!!!

Mass Effect universe while you go through the prologue.
Later you are contacted by a friend or work buddy or someone and your standard procedure for the day is broken.You head off somewhere else where there is obviously danger awaiting you and the people around you.You meet up wth the one whom contacted you.Conversations are held,and you can investigate stuff...Your character notices some strange figures moving about in the shadows looking all suspicious and stuff which raises the flag for "Something is about to hit the fan!".Then you engage in the first mission of the game with fire and bad guys and a baysplosion to tell you that something hit the fan before you got to wherever it is you went.
You go through the mission experiencing epic choices with (I seriously mean it) disastrous or epic consequences.My initial story design has you going through a colony that was under-attack by a mercenary army.You either rescue colonists to get some support like information,secrets,reputation bonuses,exp,money,etc or you can not save them and have less enemies in the next area.
Only problem is you can either choose to fight a few enemies or a single EVIL boss enemy that if you don't kill him,will attack you later on in the game when you are most vulnerable.After dealing with whatever comes your way the alliance arrives in a flashy combat drop,gunning down any surviving bad guys.Unfortunately the real bad guys are no where to be found and you begin to hear rumors of shadow games (LUL),treachery,and rogue agents with a single common vendetta.
Anyways...The story so far has you starting from nothing to possibly becoming a Spectre,N7 or simply a highly respected individual with a deadly team of warriors that you recruited and built up from scratch.(well you can't exactly design your own companions from scratch in game can you?).
You can recruit companions of course and as the story unfolds so does you characters personality evolve.Your character can influence a companion's personality to the point where they actually attempt to kill you in defiance,retribution,redemption,or something that would affect you the player in some way or another.Some companions require you to kick their butts in single combat before recruiting them.In another version I personally have a pre-existing character and some companions that have previous experiences with him or her.(Think Kaidan and Jenkins or Bethany/Carver and Aveline with Shepard and Hawke respectively)
Romances can provide bonuses like armor,weapons,stat bonuses,little trinkets of sentimental value,etc.Relationships (platonic or romantic) might affect how other people (NPC's) see you and what groups or organizations that you can interact with.Some companions you might want to shoot on sight but you'd discover a dark history filled with either daddy issues or deep regrets pertaining to past failures.
Some companions might have deep internal conflicts dealing with the greater good,logic,emotion,love or how their duties to their society is affecting their ability to have a pleasant life.(I hope I'm not making it seem more dramatic than it's supposed to be...)
Every companion provides a benefit.
I won't loose more details but I think I'm onto something here...the only problem I'm having is consistency and money among other things...
Harbinger or anything NOT Human. I'd probably like Geth and Asari the most.

A Krogan Bartender who is a retired Mercenary settled down on Illium/Thessia to open a bar with his wife(Asari of course). The story revolves around him coming out of retirement to chase a Volus and a Elcor who ran out of the bar without paying for their bill.
I would like to play a Krogan! I'll flay my enemies alive and drown their in a geyser of their own blood.
A Drell Infiltrator. Otherwise, an Asari Space Mage Adept or a Turian Soldier.
Not another soldier. I don't want ot be a soldier again, or affiliated with government in anyway. I want to see mass effect from the perspective of a salvage captain or a pirate or a mercenary.
I've had quite enough of being a space marine.
