As best I can recall, this is how things turned out with my canon Shepard:
Helena Blake - Avoided. I get annoyed by some of the quests where the only choices are letting a criminal completely off the hook or another double-digit body count. So Shepard just never walks close enough to her on the Citadel.
Forvan - Also avoided for the same reason, i.e. no option other than killing him or letting him go.
Javik - Helping Liara write her book, maybe? I didn't want him to die, so I concocted a reason for Shepard to tell him not to look at the shard.
Refund Guy - I think I helped him - is it actually supposed to be the same guy who's complaining in the Wards in ME1 and in the Presidium Commons in ME3? As for where he is now, I expect he probably moved to Omega and is trying to convince the elcor bouncer to let him into Afterlife.
Asari Thieves & Mr. Thax - Don't remember these characters.
Helena Blake: Well, you could've saved an unknown number of innocents from turned into slaves...
Forvan: There are no "prisons" on Omega, hence: Freedom or Death! Plus, making him drink his own poison gives him a chance to survive...
Javik: If you don't settle the Post-Thessia fight between him and Liara,
and you prevent him from looking at the shard, he will announce his intentions to live on the
Hanar homeworld an live like a king.Refund Guy: In ME2, you find him still on the Citadel at the entrance to the warehouse talking to a Salarian.
Asari Thieves: You find one of them near the Illium docks, talking on her cellphone, you find the proof, recruiting Samara just past the police tape and the two guards. Mr. Thax's Krogan will thank you the next time you visit Illium.
