Let me explain what i mean. Say for example in DAO i reached maximum friendship with sten. And for DA2 i kill the Arishock, That means that sten replaces him as the new arishock(Acording to "Those who speak") From what i know there is only one arishock. Doesent that mean i can choose that scenerio in the Keep and have sten as the new arishock in DAI. But of course i would not find out he is the arishock until i meet the qunari some time in the game. Like i said i know there are some people who would not want this. And thats the point of my quetion Will the keep allow us to choose that world state. therefore allowing the the option or chance of sten appearing.

Now will that being said i understand it might be a bit more accomplicated than that.  But thats just the relm of my question. Because that would be a big spoiler if we already knew who would appear. Therfore some of the scenerios we chose should implament certain cameos from certain people? tHEREfore leading to a possibilitie of a warden appearence.

Presumably, yes. Because you can set the plot flags however you like, you can choose whether certain characters are able to return.

If you say that the Warden killed Zevran, then you won't see Zevran.

I'm curious to see what happens, though, if you tell the Keep that the Warden never met Leliana (which is possible), or that Hawke never met Isabela (which is also possible).
