My Rogue made lv 6 and took Stealthy feat. It says +2 on Hide and Move Silently checks. When I check the skill list she has Hide 17 and Move Silently 19. Why?

Yes my Rogue is halfing. I looked there but it didn't tell me why Hide is 17 instead of 19 like Move Silently. I have 9 level up ranks in each. Dex is 22

6+9=15
+2 = 17
19 move silently because halfling.
