I think someone at BW said they survived in survival shelters and what not, bu thte simple truth is no one knows. Like blowing up the galaxy before the ECDLC with the relays, the most likely scenario is that anyone who was hunkered down and fighting back in sections died when the station went up. Or survived if it didn't.

Simply put..... BW never considered the question to matter enough to provide closure. It's an open question at best. At this point the only closure that can be provided can come from either......

or Comics.......

With dialogue with a survivor or rescue worker, or someone connected to that situation who can table the question by establishing canon.

I believe it is safe to say that there are millions of survivors on the Citadel by the events of Priority: Earth. Simple way to tell is when Shepard and Anderson are in the control room overlooking the station, you can clearly see skycars roaming the Ward roads. In a time period of up to a day is not enough to conquer all the five wards. The Presidium, probably but the wards I dont think so. The 5 ward arms can fit 4 New York Cities.

Gotta love the work ethic of those wards people, going about their jobs as normal whilst reapers are capturing and  killing them by the dozen!

Well, going with the whole "everyone with a name lives" or so and the odd sky cars we see plus the shelters I think the Reapers would actually be grateful for them. And I can see a conversation going on like this;
Banshee General: SCREEAM (So the people,e are mostly in those shelters?)

Marauder Comdr: Yes, there are some idiots still trying to get to work or carpooling, but we can get them after closing shift.

Banshee General: SCCREAM (What about the Council or the refund guy or the others in the shelters?)

Marauder Comdr: Anyone with a name seems to have some sort of forcefield protecting them, so we're just round ding them up for tea & crumpets. The people in the shelters were very nice to gather together all in one place for us to quickly blendify them.

I feel bad for the guy who wants to take the day off to get his wife and kids to safety, only his boss says imminent genicide isn't an excuse and he's already taken too many sick days.

(As an aside, I don't think the devopers put much thought into this and kept the generic Ward textures instead of replacing them with darkness, slaughter, or death and destruction)

This thread makes it abundantly clear that the players have put exponentially more thought into this matter than the writer of the ending ever did.

Look, the answer to this question, if it's gonna be more than just headcanon, will have to wait for ME4. The end of 3, even after the EC, is such a pitiful mess that there's really no way to know. Assuming that EA/BioWare paid attention to the answers to the question they themselves asked, the game will be set after ME3. Since the ending was originally designed to leave the galaxy "a wasteland" it will necessarily have to offer some ret-conning, at the very least putting the events at and after the Catalyst into some context that reduces their impact to "the Reapers are gone somehow."

Until we see how they pull that off, we have nothing but duelling headcanon.

I agree that they never considered we would care enough about minor characters to put an answer in game. Since the meeting with fans where they stated they survived occurred before release of the EC, you would think that for those people not at the meeting they could have included a simple screen with a written summary, like at the end of DAO. Mind you they could also have done that with regard to whether Shepard actually does survive a high EMS Destroy rather than the ambiguous breath scene. It would appear that anything specific was avoided because the endings were meant to encourage debate, so really the answer is just assume whatever you like.
