These chests will be unlockable during the quests given by Slim Couldry. In order to get them your main character needs to learn stealing (first level is enough).

Your main character has to have one level of stealing, then Slim Couldry will show up near the Chantry in Denerim.

Or just be a rogue...I had no stealing and got the option on my rogue.

I mean to get the quests from him, not to open the locks. Sorry.

Then you must have had stealth.  You need one rank of stealing or one rank of stealth to get him to show up.  My first character was a rogue with no stealing and no stealth, and I never saw him.

Correct. One of my rogues had stealing, but not stealth. He showed up, but I could only do the stealing quests - not the stealth ones.

Edit: Or was it the other way around? Damn, can't remember. But I could only do one of them anyway.:P

Hmm, that's odd. I only had one point in stealing with my mage and got all of the stealing and stealth quests. When Slim asks what skills you have, you can select stealing or stealth or say you can do both and you'll get all of the quests regardless.

It didn't give me the option to do both. Next rogue made sure to have both.

My rogue had all stealth, no stealing, but got 3 quests from Slim.

With no stealing, will the chests stay locked?

I think if you have just one of stealing or stealth, you need a companion with you the first time you talk to Slim who has the other one, so you can get both quest lines. Easiest thing to do is take Leliana with you if you lack stealing, or Zev with you if you lack stealth.

With no stealing, will the chests stay locked?

Without getting the stealing line of quests (the first one asks you to pickpocket a woman in the market) you will never be able to open those two chests in the market that require a key.  Since the only way to get the key is the third stealing quest.

when I first encountered slim, I only had stealth, so I just got the quests related to that. I later put a point into stealing, thinking it would open up the other quests, but it didn't. :(. Guess you need to have them both when you first talk to him.

In my opinion it's a bug that your main char has to have at least one point in stealing or stealth to make Slim Couldry show up.

In Lothering all three skill related quests a re available of one of your companions has the skill.

And that both quest lines (stealing and stealth) are available when a companion has the other skill you don't have makes me even more believe it's a bug.

In Lothering, I don't think that the skill quests require you to already have the skills.  I accepted the quest to build three traps and then realized that *none* of my party or NPCs at camp had trap-making.

I don't think that Slim showing up only for certain situations, and only offering certain quest lines, is a bug--it's a design decision.  (I never saw him at all on my first playthrough, where my ethical elf also killed Master Ignacio for suggesting assassinations as a line of work.)  But, I do wish that when the PC only has one of stealing and stealth and no companion with the other, that the other quest line could be unlocked during later conversation--right now it seems that there's only one time that he offers both types of thefts.

Either way, make sure to check back with him after the Landsmeet if you've been to Bann Franderel's the first time....
