PSP say they have a higher chance for Ultra Rares, but im wondering if someone has already crunched the numbers and can offer a better analysis on the random shop packs.
All I need is Ultra Rares, should I go Premium SP or just Spectre Packs?

It's all random. I've gotten a lot of URs from both Spectre Packs and Arsenal Packs lately, and one recently from a PSP.

What DragonRacer said. I've had success with all three 99k packs. I've also gotten double Cryo 4 from all 3 99k packs. Random is random.

A week ago I'd have said buy all PSPs or Arsenal Packs but I've been getting much better luck equipment and more URs from Spectre Packs lately. A few days ago I got 2 Particle Rifle cards from 2 consecutive packs and have actually managed to get one of my URs to level 9 buying Spectre Packs.

This. I used to switch off between AP's and JEP's...I found that was the best mix between restocking equipment and UR drops.

It's random crap, but I got the best results buying a few (~5) SP in a row. When I got an UR, I bought another 5-6 SP. Point being, in my experience, once the RNG starts giving URs it usually continues to do so for a while. If you don't get one out of a few packs it might be best to wait til next time and try your luck again.

I'm in the same boat, and I actually like to go for SPs most of the time. My logic is this:
For 99k you get two uncommons and two rares.
For 120k you get SIX uncommons and two rares.
It's a great way to keep my equipment up. Since UR drops are calculated per slot, not per pack, you still have the same chance at a UR, you're just paying a bit more for effectively a Verteran pack comprised entirely of Lv 3 equipment. You could also go for JEPs for even more equipment, but I personally have terrible luck with Uncommons in JEPs, and for the most part my rockets and such are pretty well kept up, so I prefer the UR chance plus the guaranteed 3 Uncommons.
If you're in to saving up, PSPs and APs are probably the way to go. If not, and you find yourself low on equipment, try my way. (Of course if you're at 99k or close to it, go right ahead and get a 99k pack.)

For the sole reason of getting UR, PSP/AP/RP is the best value for your credits.
If you take consumables and respec cards into consideration, go with SP.

PSP or Reserve Packs will give you character cards. Arsenal Packs will give you almost all Level IV consumables if they don't give you UR.
Buy Spectre Packs if you start getting low on consumables. They won't give you as many UR for your $$ in the long run, but they will give you more equipment, and the difference in $$/UR isn't that much.

This. You don't get character cards in AP if they are all maxed. More equipment.

If you are JUST looking for UR's, and don't care about getting consumables or character cards, there's no reason to buy anything other than Arsenal packs, since the data seems to indicate you get UR's more frequently from arsenal packs than PSPs or spectre packs-
On the other hand, I'm always low on shotgun rail amp 3's and incendiary rounds, so sometimes I spam spectre packs for these- otherwise I buy arsenal packs because I'm in the same boat as you, all I need now are the URs.
