I'm not sure who you are referring to. If you mean the candidates for kingship, Bhelen and Harrowmount are pretty even. You will never wind up fighting Harrowmount and you may wind up fighting Bhelen, but you are not required to. Their respective quests are evenly balanced in terms of difficulty and rewards.

how far into the game depends on if you did the elves the earl and the circel tower allready.
there are 4 main questlines and numerous side quests.
if orzammar is the first of the allies you visit, you just started, if its the last your at about 3/4 of the game not counting sidequests
bheelen or harrowmont dont make much of a difference, so choose whomever you want.
Some say Bheelen is the better because he brings changes to Orzammar while harrowmont wants to keep everything as it is.

You need the finger bone token to open that door.
Talk to Nadezda and she will direct you to the dust town house where you can get the token.

I missed the town house as well in my first playthrough. Or rather, the fact that it was no longer empty after the talk with the girl, since at that point I had already checked it out on at least three different occasions, and it had always been empty. I only entered it again because I wanted to check out something related to area transition doors and companion switching; you can imagine that I got quite a surprise...

Sheesh. That's a whole whopping 10 bucks American. You gotta expect a certain amount of exploitation with your video games. My advice is pony up and buy it, it's worth the money.
