Who, amongst previous NPCs, would you like to show up?
Either as a companion or in a cameo.
Likewise, what role would you like them to play?

I think most companions have run their course. Sten, Shale, Wynne, Izabella, Aveline, Zevran etc. They were interesting, but most certainly did not stand out enough. We don't need to see them again.
The only other ones I can see are Alistair and Anora. I think given the story that the current ruler of Ferelden must make an appearance at some point.

I REALLY don't want to see king Alistair again. That was the worst cameo in DA2. And I don't think it's really realistic for a ruler to jump all over the place. He would just send Teagan or some representative.
If the greywardens that were up to something in DA2 show up in DAI, I'd like to see Stroud, Nathaniel and perhaps greywarden Alistair(makes more sense to show up that king version imo).
But in general I wouldn't like to see any past companions again, especially if they already showed up in both games.

The 3 comics, The Silent Grove, Those Who Speak, Until we Sleep would beg to differ xD which as far as i'm aware is part of Bioware's own Canon

and to give myself a challenge, I will not include anyone who has already been confirmed to be in it already, Varric, Morrigan and Cassandra.
10. Bodhan and Sandal
Where one goes, so to does the other. Add in that in Act 3, Bodhan tells Hawke that he's getting old and will be taking Sandal to Orlais to serve the Empress Celene (or something thereabouts) while he looks for someone else who can take care of Sandal. And since it's been confirmed that they are going to Orlais, it seems almost a certainty that they'll make a reappearance.
Add in that I really want to learn how the heck Sandal froze an ogre when it was 'Not Enchantment."
Of course, the truth about Sandal can be something absolutely ridiculous.
9. Alistair:
Whether as a King, a Grey Warden or a drunk I actually like Alistair and would like to see how he's doing.
8. Leliana:
Simply to see how she and Morrigan act around each other, especially since Morrigan is wearing the dress that Leliana freaked Morrigan out with in party banter.
7. Anora
Alistair won't execute her, so if he rules alone or with a female cousland, I really would like to see what she's been up to.
6. Cullen
Whether you like him or hate him, I feel like he's one of the most complex characters in the series. He was tortured by blood mages in Origins, and has grown exceptionally paranoid of mages as a direct result, always afraid of their potential harm. But he also saw templars excessive abuse of power, as well as them having way too much political power in DA2, and I'm genuinely curious to see how he develops after Meredith's death by turning into a lyrium statue.
5. Sten
I want to see Arishok-Sten and watch him invade Thedas for cookies.
4. Sigrun
This adorkable dwarf should be a romance option, especially for a dwarven Inquisitor!!!
3. Oghren
I love this drunken dwarf. 'Nuff said.
"May I have a pony?"
2. Flemeth
.....once again, 'nuff said.
1. Warden/Hawke
The devs have said that if they make an appearance, it will be as a cameo. While many people will be skeptical of this, as they won't be controllable characters, and we feel entitled to them as they are our characters, I do have a morbid sense of curiosity on what Bioware would do with these characters when we're not controlling them.

That said, here's mine:
Morrigan- Poster girl of Dragon Age and probably one of the few NPCs I sorely missed in Dragon Age 2. After many playthroughs she grew on me and I'm very interested to see how she plays a major role in Inquisition. Plus you have to love her wit, as dark as she gets at times. Kind of disappointed she's not a companion but still excited to see her in Inquisition.
Leliana- DA's 'other' poster girl. While she's far from my favorite or even one of my top-tier likes, the little scene with Cassie left me wondering what she has to do with the Seekers and how she goes from fleeing Lothering, helping the Hero of Ferelden, to even having anything to do with the Mage-Templar conflict. Plus, we will be seeing Orlais, Leliana's home. Possibility of being a secret companion.
Isabela- Pivotal in Dragon Age 2, and with so many 'fates', she could make for an interesting minor cameo, especially if it involves dealing with the Qunari. I don't expect anything big though.
Flemeth- Because she's Flemeth. I hope she comes and questions my Inquisitor in the beginning and provides that wit, speaking in circles and leaving us guessing just what she wants and what her agenda is. Only this time I hope its a little bigger than flying away after doing her a favor.
Aveline- Just because she's one of my favorite DA2 characters. I don't expect anything big, but I would like to know what happens to her after the DA2 conflict.
Bethany/Carver- Their involvement with the Wardens/Templars/Mages. Would be interesting if they showed up as a minor enemy or ally depending on your choices.
I do not want to see the Warden or Hawke unless you're able to create them in the character creator, lest they pull a Revan. Bethany and Carver have a bit more of a predefined appearance, so it doesn't bother me as much, but Warden/Hawke just no.

But really, anyone from the previous games would be welcome, if the cameo makes sense and doesn't feel forced (King Alistair felt forced, alas, but Warden Alistair felt natural, as examples) (imo, obviously).
The main thing I'd like is for Queen Anora to get her dang due if she's Queen, be it with Alistair or on her own. I'm mostly indifferent to her (I see why people hate her, I see why people like her, for me she simply is), but I thought she got totally screwed in DA2. If Alistair is ruling with her, he shouldn't completely override her as who is ruling Fereldan. ><
As for companions? There are former companions I dearly loved and will miss terribly (Aveliiiiiiine) but I'd like to keep returning ones to a minimum. Give them cameos, give them places in the plot, fine. But give me new companions, please. Not ... that I mind Varric is coming back, of course. I just hope he's basically the only one.

rights are a fictitious value originating from a desire to protect oneself from the power of the majority. the majority like cameos and thus they will happen even if the are as irrelevant as seeing shale stomp on pidgeons in the distant backround of the fade.
