The second is more of a guess based on who Felassan's boss is. The signs are pointing to Fen'Harel.

No, she was not able to. Briala also separates from her, planning to use the eluvians to help the City elves, but not the Dalish.

1. Rebellion is in full swing, with Briala declaring she would lead the city elves with the mirrors.

2. We don't know, as Felassan was killed by his boss before we could learn his true motives.

No, the Dalish are not involved. As to Felassan, I believe he was also a Dreamer, but he subtly nudged Briala on her path, and helped her along the way. We are not told why he was helping her though.
