Roughly during the same time as Asunder. The mage rebellion (as such) isn't really mentioned at all, except as a background to the situation in Orlais.
We know they happen simultaneously because the parts in Asunder where everyone wonders about Gaspard and Celene's whereabouts make up a fair proportion of this novel.

Definitely.
It's a very entertaining read, even apart from the interesting things it does to expand the DA lore and set up the conflicts we'll be seeing in Inquisition. The pacing is pretty excellent and Weekes does some nice things with character motivations changing as a result of new information.
(There are also some great twists.)

About the dagger Celene used, did many of you forget that Sandal has been given a position with Celene at her court at the end of DA2. So, this is more likely a Sandal enchantment dagger perhaps?
