You mean the "Knight" elves, right? As in the Emerald Knights?

No, the Night Elves fought in Ferelden during the Orlesian occupation, while the Emerald Knights guarded the Dales when it was an independent nation.

That's not an army. It's probably not even a company-sized formation. And it's full of people that are not trained to fight as soldiers - much less trained to fight as chevaliers.

We can't gauge how numerous the elves will be in Briala's network when we have next to no information about them. It's speculation at the moment.

Remember that the chevaliers are Orlesian nobility and some high nobles, like Gaspard, have gone through the Academy's harsh training. What the Arishok did in Kirkwall would have been much more difficult in Val Royeaux. Flamboyant attitude, stupid fashion and racist slurls don't stop Orlais from being the most powerful empire in Thedas.

A civil war and a spontaneous demon invasion will, however. Now it's my time to get to work.

There are exactly zero intelligence networks in history with enough individual field assets to comprise an army. Even if there were - which there weren't - those assets would not be an army. And they would not be equivalent to the combat power of an army comprised of some of the most fearsome warriors in the world.

I grant that this is speculation, but the probability of an Orlesian chevalier army being an even trade on the field of battle for a bunch of spies is so vanishingly small as to be effectively nonexistent.

(I'm so early to the party)

Finally had a good chunk of spare time to finish the book. It's amazing, the characters, the twists. Really loved it and would definitely recommend it.

“Someday I’ll have to see your dog, Teagan,” Gaspard said, not to be distracted from his play. “But tonight, in celebration of the friendship between our empire and your, ah, kingdom, I brought something for you.” He snapped his fingers, and a servant rushed up carrying a long bundle wrapped in rich green velvet.
Gaspard took the package and handed it to Teagan with a wide smile. Reluctantly, knowing he was stepping into a trap but unable to find a way to avoid doing so, the ambassador unwrapped the package.
Inside, as Briala had informed Celene earlier in the afternoon, was a sword. It was Fereldan in make, largely functional but with a few hints of ornamentation around the hilt and cross guard to suggest that it was the fighting blade of a noble. It was worse for wear, with nicks along the blade and a few spots of rust.
“Grand Duke Gaspard!” Michel moved to put himself between Celene and the sword. The weapon should never have made it into the hall—guards at the palace entrance checked all packages to prevent an assassin from bringing a weapon inside. Which was, Celene reflected, why Gaspard had gone to so much trouble to get the package smuggled in and hidden in the hedge maze earlier that day.
“At ease, chevalier.” Gaspard eyed the blade. “I’d as soon come at someone with a fireplace poker as I would wield that thing.” He nodded to Bann Teagan. “It was taken off the body of some Fereldan noblewoman who got caught making trouble for poor Meghren. Moira, I believe.” Behind his gold and green mask, his eyes twinkled with good humor. “Our servants had been using it to kill rats in the cellars.”
Teagan had gone still, looking at the sword in his hands as though the rest of the court had vanished. The green velvet bunched around his white-knuckled fists.
“That was a noble’s sword?” Melcendre asked, adding just the right touch of doubt to lure the crowd into laughing at the battered blade and drive Teagan further toward saying something that Gaspard could construe as an insult.
It was a simple play, but an effective one. Bann Teagan would be goaded until he said something in anger. Then Melcendre would gasp in shock, to ensure that even the dimmest nobles understood that they should take offense. Celene would then get to choose between having Ser Michel challenge Bann Teagan to satisfy Orlais’s honor and saying nothing, allowing Gaspard to brandish his chevalier’s code of honor and deliver the challenge himself. Either result would sour relations between Orlais and Ferelden, moving them closer to another foolish war.
War was where Gaspard shone brightest.
All this crossed Celene’s mind, even as Gaspard twisted the knife. “Well, she called herself the Rebel Queen. Closer to being a bandit or a mercenary captain, really. She thought she could drive us out of Ferelden.”
“And she was right,” Teagan said, still not looking at Gaspard. “Her son Maric drove you all out of our kingdom.”
“Shame Moira didn’t live to see it,” Gaspard said, looking around the room with a grin. “Perhaps if she’d had one of your big dogs…”

Tsssk! Teagan Teagan Teagan, any Ferelden ambassador worth his salt would have twirled his moustache and replied; 'killing rats, you say? Yes, I believe that's how Queen Moira used it, too.'

Nil 'pwah', sweety.

The many governments overthrown by the CIA would disagree.

Sacrificing her servants, yet saving Briala's loyalty was a genious move that secured the throne for her AND gained her a loyal spy and assassin.

Briala was nothing but a piece in Celene's machinations, which she realized at the end. After returning to Val Royeaux, elven situation would not change. Celene would not free them from alienage, cause that would be more trouble (nobles) than actual profit (elven army). Most likely some elves would be elevated to level of assassins or spies using Eluvians, but that would be it. Unfortunately for Celene, Briala realized that. It was hardly Celene's mistake however, she did what she could.

Actually, the words Celene spoke to Briala when her parents died seem to indicate that Celene didn't realize just how many servants would be killed. Its also not like Briala's actions might not backfire. Rebelling elves with access to the magical transportation? That sounds like a grave threat to the empire and a convenient excuse to massacre elves. I'm not sure what Briala's plans are but if she not careful she could just end up ruining all of the modest advances shes made for her people in Orlesian society.

I also think that Celene does love Briala, its all but stated that the reason she has not married is because she wants to be only with Briala. To Celene, the elves are just like any human common folk. She values and wants to protect them because they are citizens of the empire but, in the end, she is just a feudal monarch in a feudal society which means theres only so much she can do. She is not an absolute monarch. She needs noble support for her plans and getting elves to be accepted in Orleasian society is going to take time. Brialas actions may just ruin any chance of being accepted.

Hahahahahaha, Thats exactly what I was thinking when I just reread the book. The perfect comeback was staring him in the face there.

Overthrowing governments by engineering coups is not the same has facing down an elite army.

Having thought about how DA: I starts, I realized that the book never mentions what exactly the Divine was going to do to help end the mage/templar war. We see in Asunder that the Divine has attended the ball as she promised Celene but we never get to see what plans she carries out. I believe the peace summit in DA: I is her plan to end the war. Unfortunately, Murphy's law hits like a sledgehammer at the start of the game.
