As a Vanguard, best strategy is to maximize your cooldown and hit with the same strategy first.
And bring Garrus or Kaidan for Overload

On the one hand it's awesome because it's probably the only fight where you get an NPC use the class powers properly, even though I heard it's mainly the Vanguard that is a spectacle. On the other hand: Why weren't there more fights like this in these games?
Funnily the only reason it works is because of the invinicibility glitches of the Charge and Nova powers aka there are narrow windows in animation where an enemy Nova / Charge can't touch you and e.g. deplete your shields/health as they should. Your ticket to survival is to be in those moments when the Clone uses his Nova/Charge and hit him a split second later with your powers instead.

Two-words: Multiplayer data. It took the devs that long to compile and emulate that data into a game AI that we could play against. Now that they have it, I'd expect to see a lot more of this type of gameplay in future installments of ME.

Alert, CloneShep's shields do NOT get expended like Nova when you do. So don't think you can stand toe-to-toe and Nova clash with him. Best to charge, shotgun, and then bail before the Clone can come down with the hammer.
Overload and Energy Drain are both great choices for this battle. Tali+Wrex works well for me as a Vanguard.
Also, I'd say the Infiltrator fight is good too, in an entirely different way. You have a half-dozen cloaked enemies moving around, including both Brooks and Clone. Very nasty if your own cloak drops when you're exposed. Especially since the Clone shoots your sniper rifle back at you. That was a LONG fight. Very tense.
The Vanguard battle is like a no-holds barred cage match. Straight frenzy and adrenaline rush.

Really? You think all the gameplay designers are too stupid to figure out how to play their damn game, and have to wait until they can copy their players to make interesting AIs? Do you really think no one at Bioware HQ figured out that a character with the charge power should maybe use that power?Two-words: Multiplayer data

Yes. I do.
Edit: Not so much too stupid, as not creative enough. It takes watching players at large "breaking" your carefully crafted game mechanics to show what is really possible. Multiplayer in this case functions as a massive beta test.

The charge invulnerability is actually an intended mechanic not a glitch; it mentions it in the description of the power.

Indeed. And he has invulnerability on the charge too. And since his shields don't get expended when he uses Nova (like yours do), standing right in front of him to get spammed with it isn't the best tactic. Best to charge, shotgun, and then roll away before the Nova-spam starts.

If you optimize your recharge time you don't have to. You will always be in Nova action yourself when he does, follow it up with a charge to refill your shield disrupting his action and enter Nova again before he can do anything As you are constantly either entering a charge or a Nova he can't touch you as you are either invulnerable due to Nova/Chargeor on every second power recharge your shields to full.
At least when I optimized to that setup my Vanguard could churn out her powers nearly as fast as it took to execute them (so a charge was nearly ready within the time span of a Nova blast)
The only nastiness occurred when your power wouldn't fire for one reason or another.
