In close quarters, I'd say a heavy shield and a well-balanced stabbing sword are superior to both, so neither of your choices seem appealing. The guy with the shield and sword pins the spear to the wall using the shield and stabs the spear wielder in the face. Combat is over, collect xp and loot, minus the spear.
As for the Thedosian perceptions on spears, I never said that they were unable to percieve the spear's usefulness, but rather that their perception of how and where a spear is useful may be different fron ours. They may simply see it as useful only in massed infantry combat and not as a weapon to be used by an individual.
BTW, I am actually in favor of spears and polearms making their way into the game. There, however may be a bit of in-universe reasoning behind the lack of them in the past two games. IMO though, weapon variety is better, but historical accuracy to "Midieval" Europe is overrated.
