M-300 Claymore IMO is the best shotgun.
Graal is a headshot/stagger/eat thresher maws alive ultimate killing machine (great for melee chars).

Use that Reegar to get you some quick credits. It's great no matter the level. Make sure you use armor piercing attachment though. The Graal is great but can't remember what is was like at level I.

You have to cheat to use the Claymore properly.
The Graal sucks badly off host.

The Grall sufferes from off host issues but it's still a very powerfull gun. Not to mention its effectivnes vs armor. It's a projectile weapon so you can't wlhax with it.
The reegar is probably the best SG for vanguards and kits that are built for CC that need a good shield stripper. Also its dps is unmatched. There's an issue with range so that's a thing to consider as well.
I'd say the Claymore takes the cup here because it has power (the most of the three) it doesn't suffer from playing off host, it can be as accurate as the graal (even better with some kits that can turn this CC canon into a compact Javelin) If you can pull off constant head shots with it, it becomes the most powerful gun in the game.
In the end each of them has its cons and prons, and it depends on the kit, build, play style and personal prefferance to make your pick.

Reegar is a great gun and there's nothing wrong in using it. Don't get intimidated by BSN and use it and abuse it as much as you like. Just like the acolyte, the reegar is a shield stripper, and it's perfect choice on CC/melee kits, and those that need only a good shield neutralizer.
