The thing about Dredd is that he enforces an established law system. He's not the one making laws, he just enforces them.

With the Inquisitor, one has to ask - who gives the Inquisitor his validity?
As far as I can see, the Inquisitor is just a guy with an army, claiming absolute authority to judge everyone, and authority that comes from nowhere.

As the inquisitor you pretty much enforce your own rules because you have an army to back up your authority. No one has any rule over you but in the game you'll need allies which is the only reason you'd "abide" by any laws of the nations youre being diplomatic with

I have no idea, really, given that we know very little about what's going on in the plot. However, I wouldn't be surprised if one of them ended up about like this, a combination of the two with a neutral alignment:
