I think ME2 is only a "spinoff" because Drew left. He was already building up Reaper plot elements in Ascension with human biotics and Collectors. It just needed to be set up. Doesn't work though when someone comes in and destroys everything that was set up.

Incorrect.  ME 2 introduted a huge cast of amazing new characters.  Arguably some of the best DLC bioware has ever done, revised the combat mechanics of the series, has some of the best character development not just in bioware game but video games in general and flushed out what ME 1 previously introduced to the series.


It was also the plot bridge to nowhere. I still love the game dearly but it is basically a glorified spin-off in the overall sense of things.

 
Because as a game it is a great game.  Also it set up several or advanced key arcs in ME 3.  Introduced several important characters to the series.   Gave us a hint to what the reapers were going to actualy do and how they planned on harvesting us.

So did you completely ignore what the collectors were doing on Horizon, the ship, or the collector base?

His point is, the lead writer for ME3, was the co-writer of ME2. He's said that a few times now. The plan was not to do anything, because there was no plan to start with.

Sigh you are missing the point.  It wasn't about the strength of the collectors but what they were doing.  They were kidnapping and harvesting humans for the reapers.  The point was to show us what the reapers were going to do once they got here.  They just had their puppets start early.
