Incorrect. ME 2 introduted a huge cast of amazing new characters. Arguably some of the best DLC bioware has ever done, revised the combat mechanics of the series, has some of the best character development not just in bioware game but video games in general and flushed out what ME 1 previously introduced to the series.
It was also the plot bridge to nowhere. I still love the game dearly but it is basically a glorified spin-off in the overall sense of things.

So did you completely ignore what the collectors were doing on Horizon, the ship, or the collector base?

Sigh you are missing the point. It wasn't about the strength of the collectors but what they were doing. They were kidnapping and harvesting humans for the reapers. The point was to show us what the reapers were going to do once they got here. They just had their puppets start early.
