It was rumored that since almost everyone disliked it(because of Shepard's Cerberus Armor), Bioware only released this one.

As I recall, it had more to do with EA's decision that support for ME3 would be cut off at exactly one year, corresponding with the day Citadel was released. Devs teased it before Citadel, but as I recall from a statement right after Citadel was released, they weren't able to finish it before support was ordered ended and were forced to abandon it, 90% finished.

That seems like a shame. So close to being finished but won't see the light of day.

90% finished and unreleased? I thought EA were supposed to be money-grubbers.

You're just looking at it from the wrong angle. They budgeted for X number of people for exactly Y number of days, and regardless of common sense and future profits, they were not spending a penny over that. That's why they dropped all support for the multiplayer part exactly 7 days after the last MP DLC was released, dispite the fact it was wildly more popular (see profitable) than their most generous predictions.

So EA aren't actually money-grubbers... they're just stupid?

Just my opinion, but I'd say a little of both. I'm sure the decision was made higher up, months early. After the ending contriversy and the subsequient damage to their reputation, I'm sure EA wanted to get as far as they could away for ME3, as fast as they could. I think if they could have wiped all refences of ME3 for existance the day they finished milking all the money out of it, ie the day they dropped support, they would have.
