I know what I would do in the elven and rioting situation. The ringleaders of the rioting would be made to hang and the guards that were participating in the corruption would hang right beside them. We all must face the consequences of our actions, and let it not be said that I was not fair in my handling of justice. All parties who contributed to disorder would reap their due rewards.

Both sides are guilty. Execute guards and ring leaders. have my Inquisitorial Soldiers/agents take over the roles they had been doing and make sure food is destributed fairly. make it known that both sides had weakened the security of the city and as such helped the enemy. Agressively recruit new soldiers/agents from the alienage, with the promise of food for families of recruits and let them know that by being in the Inquisitors recruits they can work to influence better social standing and conditions for their families.

The Inquisition is here to restore order to chaos, and riots are not permissible under any circumstances. The ringleaders are hung to deter anyone from rioting again. The accused guards are held indefinitely until an investigation is carried out into verifying the claims of corruption. Black Market dealers will be persuaded/intimidated/bribed into giving up the names of the guards who sold the stolen food. Those corrupted guards will also hang with the elven ringleaders for theft. Finally, food will be made to be distributed equally. If everyone has to go a little hungry, so be it.
Also, the Inquisition is not the Empress' secret police who solves her problems out of the kindness of our hearts. The Inquisitor will demand payment in the form of a keep, supplies, and/or money. No soldiers tho, recruits will be from volunteers.

Tell Celene that the Inqustion is here to deal with veil tear and demons, not playing her secret police and if she wants the inqustior to do that, she will have to give the Inqustior sovereignty of the land or make them head of the law, as I rather doubt she will do that my Inqustior will then go to the the elves jobs and offer them jobs in the keeps. If they demand that the Inqustior frees the ringleaders before they join up, then that is what the Inqustior will do.

Well that certainly is an interesting scenario, and I applaud you for coming up with something pretty well detailed. Although I do wonder why the Empress would be coming to me with such a problem since she would have her own guard to handle such issues. Then again, considering all of the things we've been made to do in DAO and DA2 that could just as well been handled by others, I suppose it's not an improbable situation.
Mob rule, despite however unjust the provocation, can never lead to any good and should not be tolerated. In such situations there are always bad sorts who take advantage of the chaos on both sides. In light of that, if I were to only be given two choices: to either free or execute the instigators of the mob, I probably would execute them, but them alone. They knew what they were about when it happened and such people are likely to be a further cause of trouble, which only endangers the entire Alienage and its residents.
To the second point, I certainly would attempt to address the cause and punish the guards. I would also hope to be able to address the inequality of the food distribution. However, without knowing what sort of options the game might allow me I can't go any further that that.
If it were a case of making bribes I usually have no qualms about such things in games, especially since I tend to have plenty of money. If physical threats are required toward the person who is in charge of the operation I wouldn't mind doing those either. However the rest depends on what I need or don't need regarding the Inquisition. Will such actions cost or gain me allies? Can I lose allies in one quarter only to gain some in another by these actions?
I generally try to weigh the pros and cons and also try to consider long term effects.

First, I verify the veracity of all accusations. Assuming they were all proven, I execute the ringleaders as well as any elves found guilty of direct or indirect murder. Maybe they had understandable grievances but mob rule must not be supported.
Then, I'd persecute the corrupt guards to the full extent of the law.
I'd then offer the opportunity to join the Inquisition to all boys over the age of 12 and girls over the age of 15; The Inquisition will need more than soldiers; which, hopefully, would help reduce the number of starving mouths and increase the quantity of food being delivered to both humans and elves.
