It would be my preference that no returning characters would be companions and that means no Oghren in DAA, no Anders/Isabella/Merril in DA2, no Varric/Leliana/Cullen in DA:I, etc...but bringing people back is what they do(and they will even retcon deaths and change personalities to do it). I don't see the reason for singling Cullen out to whine about. Leliana and Varric are a bigger deal IMO since they were already companions and their characters were already explored thoroughly but no one is freaking out about that. Is it fanservice to have him in the game? Yes. So is having Leliana in DA2 and DA:I. So was having Garrus and Tali in ME2 (and as LI) when the rest of the squad was new. Every cameo in DA2: fanservice. Not a single one furthered the plot and couldn't have been done by a new character,
He's in the game, it's not going to change now, if you don't like him, don't listen to his advice or make small talk with him. Be happy for the people who have been excited about the possibility of having him as a companion/LI for years. There are what...8? other characters that are completely new for you to focus on instead.
