Why is Cullen considered "fan service?"

2) Why is he considered as fanservis? It seems to me that whatever fangirls like, that´s lame and when it actually appears in game, it´s fanservis.
3) About "justification" of his supposed appearence - it makes sense for me, if he appears (and not just as fanservis). I think that they put him into both previous games because of reason. Maybe there will be something in DAI, why he needs to be here?
Also, they said we are gonna see all sides (mages/templars) in better light in DAI. Considering he´s one of the most sympathetic and reasonable Templars in DA, he´s good choice. Also considering that a lot of templars went cray-cray, we´re gonna need some templar who don´t want to kill all mages in sight.
Another reason, I think that companions are gonna be person/issue or side (Cassandra - Seeker faithful to Devine, Viviene - circle mage, Varric - red lyrium) and if I take that leaked survey as example (yes, I know that those aren´t confirmed) then we could have Grey Warden, free mage, Templar. So Cullen would present Templars between our companions.
Of course, they could have create some new Templar to fill this role, but as I said - he could be part of their plan for this story. I admitt, that the fact he´s fan´s favourite could be partially the reason, why writers choose to make him a (supposed) companion, but I believe they wouldn´t do it JUST because of it.

1) I'm a Cullen fan because "squee"
2) The circle has disintegrated, the templars have disintegrated. Cullen was there. He helped Hawk in the end, either pro mage or pro templar.
3) If anyone has a stake in what's going on, the templars certainly do. Not having a templar in the party is a grievous error in judgement.
4) Varric is there. Now that is fan service.

Please. Are you honestly telling me you'd choose Cullen over that bearded male warden? I'm a girl and I wouldn't. I don't want a templar who will whine about how evil mages are. I want a warden who is not afraid to use any means necessary to achieve his goal.

I mean, he's most certainly still a jagoff (can we even use that word?), just more sane, believable breed of jagoff, unlike his peers in Kirkwall.
EDIT: And, while I don't believe he's half as likeable as his following on this website would imply, I guess it would be interesting to see his take on the war, and what his motives are for being a part of the Inquisition, if he does end up being a companion.

That being said while fan service is often used as a dirty word around these parts, it isn't always a bad thing. I have no problem with Cullen returning as a companion so long as he is given a plausible reason to return, and Bioware manages to write an interesting companion character.
One last thing...is there anything beyond fan speculation behind talk of Cullen returning as a companion? Unlike some other rumored companion like Sera, the Iron Bull, and the bearded Grey Warden, I don't believe Cullen has appeared in concept art, trailers, or gameplay videos.

There was also a man that looked like him in one concept art. The one with Inquisitor stabbing the map and lots of people around. Some people say it's Cullen and some say the man looks nothing like him
