If the galaxy was a test or an experiment, I think the way this cycle ended is not that we "passed", but rather we "upended" the experiment.

Errors or unsupported claims:
#1 The Citadel is never said to have been built by the Reapers, it's also where the Catalyst resides, likely it's place of creation.
It's not impossible it could even have ben redesigned for the Catalysts purpose but it's merely speculation.

We don't know if or how or to what extent it might have done that. It's possible it did learn something here and there.

It's mentioned that the goal was to stop them, often Destroy is used, it's a simple solution, it's hard to imgaine anything else right out of hand. Especialy since all the Crusible ever was, was a powersource. It was a massive reactor.
Everything written about the Crusible or the claim that the Catalyst invented it or planted the seed for it is sheer speculation. It's possible but it's not supported by what's said.
It all commes down to sheer speculation, but admittledly it isn't bad. It's not too farfetched in most of the cases.
The games story invites you to do a lot of speculation about the whole thing. I don't see a problem with that. It's even possible that the Catalyst want's shepard to choose because it think it's the only way to find a lasting solution. The one being helped needs to accept the help offered.

The Relay Network was created by the Catalyst/Reapers. The Citadel is the hub/control center of the Relay Network (this is in-game information, not speculation.) However, "likely its place of creation" is mere speculation on your part.shodiswe wrote...

Assuming the Catalyst was built into the Citadel does ease some logical concerns, though, such as explaining why he might not be able to use all of the Citadel's functions: The Leviathans probably coded in specific limitations concerning what he could and could not change regarding the Citadel.

I'm pretty sure the Leviathans built Relays, but the Catalyst and Reapers built relays leading to evolving primordial worlds that would eventualy develop advanced life, for the purpose of uplifting then harvesting them and speeding up the research.
How do you think the Leviathans ruled every civilization in the Galaxy before the Catalyst? What were those things on the Leviathans map that showed worlds and something linking different worlds together?
I think the relays are Leviathan tech originaly that the Catalyst and Reapers replicated in their experiment. When they harvested Leviathans they likely learned all about the technology the Leviathans had a billion years ago. If it didn't know all about it before that sicne it was created by them.
Like CronoDragoon said, it makes sense that the Citadel wasn't built by the Catalyst or Reapers but by the Leviathans. That's why it isn't in direct control over all of it's systems it needs the keepers to operate the stations systems.
The keepers might even be part of the original pawns that the Leviathans created to help the Catalyst in it's research.
The Leviathans are still researching and doing scientific work. Like their slaves on that mining colony that was doing weird research rather than mining.
The Catalyst was likely one among many other project on the Citadel, and the Citadel might have been a part of the Leviathans original relay network. Note that none of the known relays conect directly to the Citadel even when that would have made more sense than having a Reaper relay right next to it. It's possible Reaper relays arn't compatible with the Leviathan relays. The Reapers might have another Citadel like Relay out in Dark space. Which could have been used to study space and it's characteristics outside the milkyway. Then the Reapers took it over as a staging area.
There could be other Citadels out there but they have either been destroyed, damaged or rendered inactive. The Relays built by the Reapers might have been smaller and less impressive but they got the job done. Lots of speculation ofcourse. But ti could be a story for the next Mass Effect, find the Lost Citadels of the Ancient Leviathans.
The Leviathans created the Inteligence and the Citadel is part of the Inteligence.
My guess is that these details wern't that important to the task of stopping the Reaperharvest.
