Big question:
I started this quest with Garrus and Liara. I saved the first and second pod by killing both harvesters, thing is when i reach Victus area, well it's deserted. No Reaper forces not even turian forces, i am extremely stuck. I cannot finish the quest becase Victus was never generated
I tried loading from a save point with no use...

The safest thing would be to restart that mission. (From the load screen.)

That has happened to me before and as t_skwerl stated just restart the mission. That's what I did and was able to finish the mission with no problem.

Are you on PS3? Maybe this goes with any platform, but if you progress too fast, sometimes the game won't read where you are and then it will not spawn the rest of the stuff you're suppose to fight and interact with. Happens at times.

Had the same thing happen (brought Javik instead of Garrus though). I restarted the mission and switched out Javik and it worked just fine.
