Uh? I was under the impression that PM could stagger Phantoms regardless of that evo...

As mentioned, the extra damage makes it stagger phantoms, and it makes it just powerful enough to kill a husk without firing a shot at it, which is occasional useful to help thin a crowd quickly.
Javalin GI's often put 6 into prox mine for precisely that reason, to help conserve javelin ammo.

I'm not entirely sure as I'm not really a number-cruncher. On TSol, I don't worry about Phantoms much because Marksman + Hurricane X eats them fast enough that it's not really been an issue for me.
I like having something in Concussive Shot for a quick "back off" type of power since he can't dodge. Keeps those mangy husks off and whatnot. I suppose proxy mine would basically do the same, though. Six of one, half dozen of the other sort of deal.

That's one way to look at it. Personally, I think about how much I need to play with (shields) and start thinking about sacrificing fitness once it's high enough (if something else may be worth more).

geth also get shield recharge in their first rank of fitness
