Hopefully this sums up why this could be the case.
Q: Why don't they have any?
A: Because they aren't getting enough from packs.
Q: Why aren't they getting enough from packs?
A: They don't have enough credits (which can be made worse by buying the most expensive packs which give you little consumables for the credits)
Q: Why don't they have enough credits?
A: Because they keep failing at missions and so as a result earn few or no credits
Q: Why do they keep failing?
A: They are choosing a difficulty that is too high in comparsion to the equipment/characters/consumables they have.
Q: Why do they choose a difficulty that's too high?
A: Because higher difficulties give higher amounts of credits, but that's based on an assumption that they can reach the same waves in all difficulties.
Completing wave 10 on bronze gives about the same credits as only reaching wave 9 on silver
Completing wave 10 on silver gives about the same credits as only reaching wave 9 on gold
Completing wave 10 on gold gives about the same credits as only reaching wave 9 on platinum
Therefore you are better off knowing what difficulty you can handle and investing those credits in such a way that they enable you to move onto the next difficultly.
