A military dictator ship doesn't need a coup, to be a military dictatorship. it isn't nessesary for a Junta either. 
Their rules meant that the Admiralty could force the issue, they would be alowed to go to war or override any action the Conclave didn't agree with, and they would be given the chance to follow it through. Then they could resign and appoint their brother or lieutenent as new Admiral.
Most of the time the Conclave wouldn't force the issue since they knew they wouldn't win anyway. Also, an Admiral that stepped down could be come an Admiral again, later. They wern't dishonored, unless they did sometihng realy, really terrible.

As for Ekuna, it wasn't fit for Quarians to live on, surely they could have found a better fit for it. I also think it was stupid of the council too deny the Quarians a chance to settle.
It's possible the Quarians never intended to settle it anyway, they likely intended to stripmine the world like they had done to other worlds and render it uninhabitable for millenia or more.

Finding a world for the Quarians would have made things easier for everyone.

They could have settled them on a world and then dismantled the fleet.

Ekuna has a surface gravity 4.6 times higher than that of Rannoch and a equitorial temperature 33°C lower. I really can't see that working in the long term.

That being said, the Council's reaction was uncalled for.


I think it was the mineral wealth of the world and stripmining that attracted the Quarians. It wasn't for collonisation.

Stripmining is forbidden on worlds capable of sustaining life however. I think that was the major concern of the Council.

The best solution would have been to have found and granted a suitable world for the Quarians where they could work and support their families from what the planet provided them. The problem is that the Turians most likely have wanted such worlds.
