They didn't do it with DA2, people had to hack the demo to unlock the CC.
So I don't see why they would do it with DAI.
The CC in DA 2 was aweful (giant foreheads) so I can't blame them.

Ah wait, I semi-recall this issue. It was saving the models in the wrong folder. I think I either copied the files across or made a shortcut somehow. Give that a shot, or google the issue. It's quite simple to fix! After I used the character creator and had a run through, I used the game editor to create morphs! That was so much fun as well!

Nope, you do not need the game to run the character creator.
