Orlais and the Chantry are two separate groups and even had there been incursion by Templars, the Dales would have still started the war with, specifically, Orlais by strucking the first blow against the nation itself.
Of course, to the elves, a human is a human regardless of affiliation. If they are at conflict with humans, they see that as a war against humanity itself. Hence why they say "the humans started the war" rather than "the Chantry started the war" or "Orlais started the war".

Queen Anora made an effort towards the elves of the Alienage, but it's simply an issue of King Alistair making the better effort (and the more controversial one) by giving the elves a seat at the royal court. Anora also has ambitions to build a university and restore the royal coffers; she's an intelligent and capable leader. I think she's quite progressive, and I'm of the opinion that Anora and a personality hardened Alistair can accomplish a lot together.

Good idea. Some of the discussions are getting a bit circular. I'm honestly not of the opinion that there's much common ground that can be reached for the templars and mages who want the complete opposite of the other, so it would depend on the leaders in question. If the leadership for the mages and the templars I'm reaching out to is more moderate, it could be possible. However, it's also a question of the protagonist I'm playing as, as well as the racial background I've chosen (and whether or not my character is a mage).
I will definitely try to enlist both.
