Because voice actors don't have to physically resemble the characters they are voicing.

Her ME1 writer said that Ashley is Hispanic. Given that her surname is Williams however, I'm assuming like Vega that she is mixed. Williams is a Welsh surname.

Black people DO tend to sound different.
it isn't always true, but it IS noticeable if one is around a lot of them, and around white people too.
Christmas, man...it's like traveling to two different worlds (completely serious here).

In fairness, this is something that Bioware themselves have made a priority (which is not to say that they've made it their number one top priority). David Gaider isn't on the ME writing team, but his presentation on the issue might still come in handy.

I think the ethnicity or national origins of characters gets brought up occasionally because Mass Effect is set in a universe where the Earth has unified (sort of) under a single government. The Alliance represents every nation on Earth, so it probably should be a little more diverse.
I actually think Bioware did fairly well regarding race, its national origin that needs some work. Everyone sounds like they are American or Canadian and Anglo surnames are over-represented.
