 I am wondering if anyone knows whether or not you can have dinner with kelly, get her to feed your fish and not entre a relationship with her? 

I have a ME1 romance I plan to stay loyal too! But am seriously sick of feeding bloody fish after every misson!!! <_<

I just tried that route and it didn't work. It seems you have to flirt with her if you want her to feed your fish. If your ME1 romance was Kaiden or Ashley, consider your flirts with Kelly as a revenge for the way they treat you on Horizon. If your romance was Liara, she doesn't mind. In fact, isn't she open to a threesome in ME1?

Iv seen Youtube clips of what happens if you betray Liara in her DLC shadow broker quests, she sounds really angry and jealous!

And yes Liara is my ME romance.. is always my Sheps LI actually... what can I say, I have a soft spot for my little blue archaeologist!

The one attempted answer there got it wrong. I picked the "catch" option last time and never got the dinner option. Only the "embrace" option seems to lead to dinner.

I've done the "catch" instead of the "embrace" (specifically to not get involved with her) and still got the dinner. As I recall, there was also a dev post in the old Bioboards that confirmed both options to be viable.

Hmmm I will have a go and see what happens, very nice and helpful people are feeding bits of info to me about just getting a friendly dinner with Kelly. 

I also hear that she or something to do with her adds as a war asset in the third game?

Kelly does add some war assets in ME3
