So I payed Dark Wolf the sovereigns for info on the conspiracy. It has now been two main quests and nearly every side quest. I read I was supposed to encounter him in the city and I go there all the time and have yet to see him again. I want to end the conspiracy before the final battle. Is there a mission I need to complete or did I perhaps do something to bug it out and he isn't gonna show anymore? Or maybe I'm just skipping over him, where is he?

That is strange. I got the information from Dark Wolf after one main quest. Well, weird things happen in the game.
