When ever my party is in combat, Leliana always seem to attack same target as I do, while other companions attack different eneimes. For example, if we fight 5 genlocks, 2 hurlocks, and a ogre, when I attack Ogre she attacks ogre, and when I attack one of the genlocks she attacks same genlock as I do.
I don't think it has anything to do with affection, because I noticed this since the very first time I've met her in Lothering
Not sure if this is a glitch....

You should check her tactics. I believe that Leliana has preset tactics that make her attack the target your PC is currently engaged. I hope that is the issue which can be easily fixed.

Check Leliana's tactics setup, to see whether there is a rule directing her to attack the target of the controlled character.
That said: in Lothering Leliana often does things like switching weapon sets or attacking my target even though I always clear her tactics right after she joins us. I suspect that there may be some brain-dead scripting at the bottom of this.
During the brawl in Dane's Refuge where Leliana crashes your party, she fights on your side but she is not in your party yet and so you cannot give her orders. However, she will always attack the target of the controlled character, and this gives you a way of controlling her indirectly. This means you can reliably keep her from stealing kills, or let her kill all the buggers for you, whatever you want. You can even have her tank the commander and his melees for you if you wish, since she is immortal during that fight.

I noticed this to in Lothering. I wish Morrigan had Force Field back then. I wasted 10 minutes doing a couple of reloads until I got all the kills because Leliana "stole" one.

She does this with me too, I've noticed all the rogues do, Daveth does it and so does Zevran.

Its in their tactics. All rogues have a command to attack the mob attacking the PC. To keep leliana from switching weapons mid fight, you have to alter her stance as well in tactics. If you assign her to ranged DPS (Stance), she will stick with the bow.
